Eva Rohlman has served as the Outreach & Opportunities Director at Mid Michigan Community Action since 2015. She leads the Housing Assessment Resource Agency for 6 counties in the Michigan Balance of State Continuum of Care. She directs Rapid Rehousing, Permanent Supportive Housing, Homeless Prevention, and Emergency Shelter Motel programs funded by HUD, the Michigan Department of Health and Human Services, and the Veterans Administration.
Eva has served on the Governance Council of the Michigan Balance of State Continuum of Care since the new Governance Charter was adopted in 2018, and as Chair of the Governance Council for the last two years. She has a Bachelor of Applied Arts from Central Michigan University in Family Studies with a minor in Communication. She is currently completing her Masters in Public Administration from Saginaw Valley State University. Eva also serves as the Secretary on the Board of Directors for Ten16 Recovery Network.
She lives in Clare with her partner and two children.

Vice Chair: Lori Pieri [email protected]
Lori Pieri works for H.O.M.E. of Mackinac County, the HUD Certified Housing Counseling Agency that serves the 15 counties of the Upper Peninsula. Her agency is located in St. Ignace Michigan and she has represented Mackinac County on the EUP-LPB since 2002. She has witnessed many changes through the years and has taken on leadership roles serving as the Chair of the EUP-LPB as well as serving in the past as a Chair for Region 1 (Upper Peninsula) meetings. For the past six years she has represented Mackinac County on the BOSCOC Governance Council, served on the BOSCOC Executive Committee as the Vice Chair and Chaired the BOSCOC HUD CoC Application and Evaluation Committee.
Lori is a certified housing counselor working with individuals at all levels of income and housing needs. At the same time, she doesn’t work for a HARA and does not manage any of the grants that our BOSCOC or LPB receive. That has allowed her to be the person in the group willing to ask the “dumb” question, and look at challenges from a different perspective. Lori has tried to encourage a broader participation in the Governance Council and its committees from the LPB members.
As a lifelong resident of the Upper Peninsula, Lori loves outdoor activities including kayaking, biking and hiking, and indoor activities like baking, sewing and crocheting.

Treasurer: Sarah Hughes [email protected]
Sarah Hughes is the Homeless Programs Director at Northwest Michigan Community Action Agency, where she manages five HUD programs, as well as ESG, and MDHHS Homeless Programs across 10 counties (5 in Greater Grand Traverse and 5 in the Balance of State) in Northwest Michigan, and an additional Support Services for Veteran Families (SSVF) Program that serves a total of 23 counties throughout Northern Lower Michigan.
Sarah began working at NMCAA in August of 2018 as the HUD Youth Homeless Demonstration Project (YHDP) Supervisor. She has a master’s in counseling psychology, and her extensive background in counseling has helped guide her work within the homeless response system. Sarah's work with the Michigan Balance of State CoC (MIBOSCOC) began in 2020 and in 2022 she began her role as the Treasurer for the MIBOSCOC, was a part of the CERT work, and currently serves on the National Low Income Housing Coalition (NLIHC) and various other committees throughout NMCAA's catchment area.
The work to end homelessness is a matter of security, stability and well-being as a state and country, and every day we need to look at what system improvements need to be put in place, collaborate with those who understand and have lived experience of homelessness, and the our programs, communities, and state and federal partners must rally behind them to ensure equity and housing with supports where they are needed are available to all.
Sarah is a Military spouse of 28 years, a loving mother of 4 sons, and a grandmother of 1 grandson. She has lived in 5 countries, and 6 states while her husband was on active duty, and has been fortunate enough to experience the world by traveling to 32 different countries during his tours of duty. When out of the office, you can find Sarah enjoying "wind therapy" on her Harley or spending hours in her garden at home.

Secretary: Katrina Pelfrey [email protected]
Katrina came to the MI Balance of State in 2021 through her role as Allegan County Local Planning Body Coordinator; a position she held for 2 years. She now serves as Balance of State Support Coordinator and Secretary of the Balance of State. Her roles include administration and communication of the BOS subcommittees and providing support to the Executive Director and staff.
She has served on several local and state committees including the Allegan County Community Health Improvement Plan (CHIP), Allegan County Housing Assessment, Michigan Regional Housing Plan, the Michigan Coalition Against Homelessness Communications team, and more.
Katrina holds a Bachelor of Arts in Psychology from the Ohio State University and worked as a home educator and administrative non-profit volunteer for 20 years. Joining the Balance of State team was a natural extension of her mission to provide support to teams in effectively reaching their goals while building affirming relationships.
Katrina, an Ohio native, has lived in Kalamazoo County for the past 18 years with a recent move to Ottawa County. She enjoys exploring the region and its beautiful natural resources with her husband of 29 years, her adult children and dog Bo.

She is a recipient of the CSH Carla Javits Award, NW Michigan Housing Leadership Award, NW Michigan Coalition to End Homelessness Community Impact Award, and Mary Lee Lord Collaborator of the Year Award. Additionally, she is adjunct faculty for Grand Valley State University teaching leadership and team building.
Through her business, Tina consults with nonprofits and local units of government to develop processes of inclusion and creation of voice so that the best possible outcomes may be achieved. Her contracted work with MIBOSCOC includes Youth Homelessness Demonstration Project Manager, LPB and Access Improvement, HMIS Coordinator, 211 Project Manager, and various other supportive roles.

She loves to stretch her abilities to community projects and, through property donated by her church, just completed a stint as volunteer project manager to develop 11 acres of property in Leelanau County for 14 units of affordable housing which is now under the ownership of Habitat for Humanity. She also volunteers as a grant writer and bookkeeper for a newly formed non-profit, Maraschino Music, which combines music with mental well-being.
